Preliminary Information Form (Ön Bilgilendirme Formu)

Definition

The preliminary information form (ön bilgilendirme formu) is the document a Turkish online store must show a consumer before they place an order, summarising the seller's identity, the product's main features, the total price including taxes, delivery cost and time, payment terms, and the right of withdrawal. It comes before the distance sales contract and must be confirmed by the customer. Without it, the withdrawal period can extend and the contract can be challenged.

Why it matters for your store

The form exists so that the consumer knows exactly what they are agreeing to before they agree. Turkish regulation lists what it must contain, and the store must be able to prove the consumer saw and confirmed it. If it is missing or incomplete, the consumer's 14-day withdrawal right can extend by a year, and the store's position in any dispute weakens.

Because the content depends on the order, the form has to be generated at checkout, not written once. Delivery cost and delivery time change with the address and the products; the total changes with the cart.

No. The form is the disclosure the consumer must receive before ordering; the contract is the agreement itself. Turkish regulation requires both, in that order, and both are accepted at checkout.

Does the form need to be specific to each order?

Yes. It must state the actual products, prices, delivery cost, and delivery time for that order. A generic page does not meet the requirement.
