İYS (Message Management System)
Definition
İYS (İleti Yönetim Sistemi) is Turkey's national consent registry for commercial electronic messages. Under Law No. 6563, a business may send marketing email, SMS, or calls only to people whose consent is recorded in İYS, and must honour opt-outs registered there. Order confirmations, shipping updates, and other service messages are outside its scope.
Why it matters for your store
Marketing to someone without İYS consent is an offence with fines per message, and complaints are easy to file. The rule cuts both ways: consent you collected must be reported to İYS, and opt-outs recorded in İYS must reach your store. A list kept only in a spreadsheet is not compliant.
The practical consequence is that consent must be built into every send, not checked once a quarter. Every abandoned cart coupon, win-back offer, and newsletter needs a consent check before it goes out, and every unsubscribe needs to reach İYS.

Consent is collected per channel, email and SMS separately, with checkboxes that are never pre-ticked, at signup, checkout, and in the account settings. Each consent is stored with its source, timestamp, and IP address, and pushed to İYS by a background job. Opt-outs registered in İYS are pulled nightly and applied locally, so synchronisation runs in both directions.
A consent check is the first line of every sending job. Marketing messages never go out without a granted consent for that channel; transactional messages are exempt. Abandoned cart reminders without a discount are treated as service messages, while the coupon and SMS steps require consent. Bulk campaigns filter their recipient list by consent status before sending.
Every marketing email carries a one-click unsubscribe link that revokes consent locally and in İYS; SMS messages carry the short opt-out instruction. İYS can be connected directly or through a partner provider such as Netgsm.

Which messages need İYS consent?
Anything promotional: campaigns, discount codes, newsletters, win-back offers. Transactional messages such as order confirmations, shipping notifications, and password resets do not need it.
What happens if a customer opts out through İYS rather than through my store?
The opt-out is binding either way. Kambloo pulls opt-outs from İYS every night and updates the local consent record, so the next campaign excludes that customer automatically.
