The plan follows resources, traffic, storage and media bandwidth, so a small store pays for a small footprint and grows into a bigger plan only when its numbers do. The panel shows what you used.
The test store is free with no time limit, and the first month of hosting after go-live on your own domain is free. Optional App Market modules are the only other cost, and each one is your choice.

Extensions add up by need: Subscriptions at 244 EUR a year, Customer/Order/Coupon Export at 69 EUR a year, WPML for multilingual selling from 99 EUR a year. Payment processing costs the gateway's rate; WooPayments is not available in Turkey, so Turkish stores run gateway plugins such as iyzico's free one.
